Application Designer cannot generate the DDL for partitioned tables. The gfcbuild script is a generic scripts that will build record defined in PeopleSoft as partitioned tables. This concept is explained in more detail in the document Configuring and Operating Streamed Processing in PeopleSoft Global Payroll, including a step-by-step guide on implementation.
