PSCHARSETS stores a list of valid character set (encoding) names which Tools supports for FileObject class (PeopleCode) and in our application products.

2=Multi-Byte Non-Shifting
3=Multi-Byte Shifting
4=Multi-Byte Fixed
9=Other / Unknown
WINDOWS_VALID Windows Valid Character Set
