Used by the Application Engine PTLT_SETUP to temporarily store the first 254 characters of the field PSPRSMDEFN.PORTAL_URLTEXT. Reducing to 254 chars is required on Oracle database platforms when the field is to be used in a SQL "where" clause, as is the case in the Application Engine PTLT_SETUP.
